View Details: The word Naogaon is derived from two words ‘nao’ (new-french word) and ‘gaon’ (village). These two words mean new village. This area is the green area of numerous small rivers. The new village built around the river port area in the Atrai river bank eventually became Naogaon city and finally Naogaon district. Naogaon city was part of the Rajshahi district. Over time, this area changed from village to thana and from thana to sub-district. On March 1, 1984, the Naogaon subdivision has declared a district with 11 Upazilas. The north-western part of Bangladesh The territory adjacent to the Bangladesh-India international boundary line which was considered as Naogaon subdivision under the undivided Rajshahi district till March 1, 1984, has now become Bangshadeshre Kanthashova Naogaon district. Naogaon was an ancient Pundravardhan territory. On the other hand, it is also an integral part of Barendra land. The inhabitants of Naogaon were the descendants of the ancient Pundra race. Naogaon District: Administrative Evolution: Background (a) District Administration: In post-Palashi eighteenth-century Bangladesh, the accumulated mass discontent against the unbridled exploitation and oppression of the colonial British India Company repeatedly turned into an armed struggle. The protracted Fakir Rebellion (1763-1800), the emergence of rebel leaders like Gazi of Samsher in Tripura, Abu Torap of Sandeep, and Nooraldin of Rangpur, conflicts, and skirmishes upset the Company rule. In Manbmatmar (1769-70), one crore people of Bengal lost their lives, and one-third of the land was turned into an uninhabited forest for uncultivation. There was a terrible increase in the scourge of bandits and smugglers in Mufaswal. Revenue collection was stopped in many districts. In the sad context of subjugated Bengal, modern district administration was introduced in this country in imitation of England’s district system through various experiments from the time of Warren Hastings (1772-1783) to the period of Lord Cornwallis (1786-’96).
According to the Cornwallis Code of 1793, a district judge and magistrate were appointed in each district in place of the former omnipotent collector. A registrar and a number of mussels or ‘native’ commissioners were appointed under the judge. The responsibility of maintaining law and order was placed on the employees of the company instead of the zamindars. A constable was placed in charge of the police station by setting up a police station after several crores. The process of forming new districts started by reshaping the boundaries of large districts. Background (b) Sub-Divisional Administration: The main objective of the district system introduced by Cornwallis was to smooth administrative control.
